So, I try to run this program, but it tells me that I need to run Fallout for FALLOUT.INI to be created before I can run it. But when I try to run the game, it tells me i need xlive.dll, which I wanted to create with this program. WHAT DO I DO

You might be misunderstanding, this utility disables Games for Windows. For something to be disabled, it must be enabled first.

You still need to get GFWL installed and running to start your game.

You can actually create a new plain fallout.ini and the programm will run, because it only check if the file exists.
But I recommend you to use this: https://upload.worldofplayers.de/files9/XLIVE_Emulator.7z
I found it in this thread: https://forum.worldofplayers.de/forum/threads/1381505-Fallout-3-startet-nicht
It emulates xlive, so you won't have problems anymore.
It works for me and I hope it will work for you as well.
      Good luck.

Holy crap that emulator works!!! The games for windows live installer from the microsoft site doesn't work nor does the one that came on the DVD I have - both installed find but game thinks I don't have the xlive.dll file. Used the emulator and changed the profile to one I was using back when I was running on XP and the game launches perfectly fine on my windows 7 machine!!!

The supposed disabler also doesn't work as it requires you to have installed games for windows live and launched the game once and neither does the hack of coping the default ini over work either on windows 7...

Now to see how bad the game crashes on windows 7 and newer machines as I've read horror stories of them....especially on the steam discussion and review sections.....back on XP played 60 hrs game time on my save file and haven't had a crash - at least not one I remember anyways.

It better like not be BioShock level crash to desktop...oh god.....that was so bad I think I stopped playing....or tried to power through coz I want to get my money worth on steam for it.....the remaster didn't seem to fix the crashes either if I recall...... But I do remember playing on a XP machine and it was flawless, absolutely no crashes whatsoever.....then upgraded my PC to windows 7 and this is what I get..... *sigh*....

(you need g4wl to disable g4wl) You do know g4wl was abandoned and that's why games don't work so this is a redundant mod if you can play the game chances are you don't need this mod or will ever want this mod please consult a dictionary before talking.

If it can help, I didn't have to install xlive emulator, I actually created a fallout.ini file, deactivated GLFW, then deleted the file to be able to launch the game, and it works without any problem ! (which is weird, but it works fine)
