Well, I ain't an expert, but I'll try. First, are you using a mod manager? Have you tried turning Archive Invalidation off and on? Is it blue when you get up close to it? I would guess that it would be caused by missing textures. Second have you installed any texture mods, I see your load order but most texture mods don't have esps. Have you uninstalled any texture mods?
The bridges go normal when I get close to them, but the far away ones stay like that. I didnt manually install any textures, all were installed using nexus mod manager. I already did the Archive Invalidation turned on thing. Still this
So it is something to do with the LOD then I guess if they turn normal when you get close. I've never really done anything with generating LOD myself so I don't know much about it but have you generated a new LOD, because maybe something went wrong with it if you did, I don't really know because like I said I've never really done anything with the LOD so I don't know much about that. Otherwise, did it look fine before you started modding it? What was the last mod you installed before this happened? Maybe try uninstalling mods one by one checking each time and seeing if anything changes?
Well then I guess if even after uninstalling all your mods the problem persists I'm afraid I'm scraping the bottom of the barrel as far I can think of what to do off the top of my head. The only other idea I can think of, which you won't like, is to do a full uninstall of Fallout 3, all the files for the game itself, all the mods. Make sure you watch this video GamerPoets did https://youtu.be/7xVSfS2TMX4 to make sure you get everything out you need to, it is for new vegas, but the process is the same. Let me know if the link works by the way, I want to make sure I got that in there correctly. And then do a fresh install the way he does in the video. First make sure everything looks right before you install any mods. Then install mods one by one checking after each one to make sure everything is okay before you move on to the next one. I know that doing so is a pain, I've done it myself multiple times with various games, but it is the last thing I can think of to do. My own install which I am currently playing is relatively heavily modded but I haven't used most of the mods you have listed so I can't point to any specific ones which might have caused the issue. Sorry.
