  No, it is meant to be another creature. As conceptualized. A midsized humanoid hunter, lurking in shadows and roaming the ruins of D.C, with legions of mutant rats, maybe. Or as some mirelurks, a hightly intelligent predator, living in a complex (but primitive) society.

That looks sick! Would be funny walking in the dark hearing squeaky little mouse sounds, only for this thing to suddenly pop out at your face.
