It's funny about the snowing part, actually... As it depends on the in-game time of year, it so happened to me that I played for three (real) months before it first started snowing. I actually completely forgot all about the possibility of snowing and had a moment of utter shock and disbelief when I first saw snow in FO3 I guess the trigger is in-game december, as the date in the top right corner of the screenshot is 07/12/74.
Fellout has become part of my load order, but I have not used Enhanced Weather - Rain and Snow for a while. Perhaps I will give it a try on my next playthrough. Thank-you for letting me know.
