By "rising from the ashes" do you mean that you went back on the old file or that you started from scratch ?

It's an obvious incomplete version, a "pre-alpha". I warn you, it has many incomplete features, and I might completely change the interior layout of some buildings, and some names.
It's not meant to be used in this state, but you can give a look at it in-game, as it's still usable.
You need to have discovered Fort Bannister on the map, and completed "In Soviet Russia".
Then you can talk to Karpov, and activate the base.
