Searching the DC area is still dangerous, and anyone attempting it has to be vigilant at all times.
Sometimes it's a relief not having to fend off a Mutant or Ghoul attack just to find some food or shelter, those are the times it's worth being around for.
Days that are sadly lacking in these times. So the fight continues...

You'll need to own Fallout: New Vegas and transfer a few texture files for it to work right though, as the gun used in the harness isn't in Fallout 3.

How true. Change "DC area" into "the Nexus" and you have the perfect analogy.
