The Fallout Series is jam packed with awesome characters, and we all know a good villain can make a game, the same as a bad villain can break a game. With that in mind, i'm here to explore some of those unforgettable villains. Clearly the masters army had the most greatest villains, and the enclave game us Frank Horrigan, not to mention the contribution from Fallout Tactics. Anyway, enjoy the
