Killap made an adjustment to the Francis dialogue script so the player could see the line "I've heard about you. I don't associate with scum." when you have a less than a "Liked" reputation with broken hills. And refuse to speak with you. The line wasn't dependent on Karma or if your a slaver or not, it just feels unjustified.
This mod adjusts that line and so now he'll just say "I'm busy, piss off." He's not very polite character so the initial aggression makes sense.
Alternatively you can download a script made by Magnus over on the No Mutnats Aloud forums which makes it so you can to talk to Francis right off the bat.
