Adds the Res Publica faction trait allowing for Republic governments

Want to give your fantasy subjects more political power, and a better life? Want to reap the reward of a much stronger economy for doing so? Ready to pay the price in the form of a vastly diminished military? Play as a Republic!
The Republic is a very different playing experience, with many many more structures and new strategy required. Two supplemental faction traits are included, which allow you to recruit powerful henchmen. You'll need them, with such a reduced military!
