Answer    1 : If you don't have enough FREE minions available in your lair (meaning minions who are not working), then they will need to complete their
task before the helicopter can take off!

Pro tip : Allows put your minions on status Hiding on the World Map. In case you forget, these minions will NOT generate massive amounts of heat while doing
nothing.
