INI Patch to ensure compatibility with Enderal and Valhalla Combat

Valhalla Combat is the newest of some recent Combat Overhauls transforming Skyrim gameplay. Luckily, it integrates well in Enderal without much fuss at all.
However, players with Half-Arazalean or Half-Qyrian characters may notice that kill moves under Valhalla Combat's stun and execution system are not working.
This mod simply provides an INI file to include those races along with the other 'human' races as overlap to ensure compatibility.
Since Enderal already repurposes most of the other races found in Skyrim, it wasn't necessary to include them all here as they're already present in Valhalla Combat's vanilla racemapping. If you do, however, find a race/enemy that doesn't allow executions and it should - feel free to post a comment and the list will be updated.
