Allows equipping Circlets with certain head gear(such as hats and hoods).

Inspired by this and this Also includes the forgotten Eye of the Scarlet Night and Shadow of the Wandering Mage that was forgotten(and never added) in the previous mod.
Separate versions for EGO, and EAaWO.
"What about EGOUEAaWO Patch?" Maybe once the project has matured a bit and less subjected to be changed.
Hats\hoods that can equipt circlets are those that display it with no, or minor clipping. Only exception is one hood in EAaWO which does not display a circlet, but obviously would have more than enough room for it.
It does cause a minor issue with the tavelers hat(or whatever it's called) from EAaWO, as it's registered as a circlet, thereby can now be equipped with hoods and certain hats. Nothing to be done about this.
