It works for me for version 1.12.
Don't know if its compatible with other mods.
Made with Smithbox.
Not any special skills required to make similar mods, i made it for myself because the mods for removing stone requirements here do not work 4me.

How to install
1) Unzip the file you downloaded.
2) Put regulation.bin in mod folder of Mod Engine 2
3) Start game using modengine2_launcher.exe (If it doesn't work then right click it => properties => compatibility => Run this program as an adminstrator.)
