Due to a huge number of requests for various minor changes to the mod I'm posting a simple guide to editing the regulation.bin file yourself
in order to change the parameters of any talisman/ring or other items, this will let you tweak this mod to your liking or make your own. Make sure to backup regulation.bin and your saved game just in case before any changes. And remember that any live game update by FromSoft will remove all modded changes so either disable the auto updates or re-apply the changes after every major patch.
STEP 1: Get Yapped
Download the latest Yapped Rune Bear
Specify Elden Ring as your game of choice and navigate to regulation.bin
(OPTIONAL) IMPORT NAMES
In Yapped, in the top left select Tools -> Import Names. This will import names from the network test and datamined by community, which will let you navigate around more easily.
STEP 2: Find the item you want to change
In the Param menu, navigate to SpEffectParam entry. Then in the Row menu, navigate to row 310000 (crimson amber talisman), or 310010, 310020 (+1
and +2 versions) If you have imported the names you can also use the Ctrl+F function to find the name of the item you're looking for.
STEP 3: Make necessary adjustments
Change the values to your liking, experiment and see how it works.
Here are some examples:
Max HP, Max FP, Max Stamina should be self-explanatory. 1 is 100%, 1.5 is 150%, etc
Rune Gain, Equip Load work the same way set to 2 to boost to 2x, etc
Regeneration of HP, FP and Stamina is covered by Change HP+, Change FP+ and SP recovery. For HP/FP regeneration you have to input a negative integer (i.e. -5) to add regeneration, if you add a positive one it'll damage you instead. For Stamina recovery you have to input a positive value. (i.e. 10). Important: You also have to set Trigger Interval to a non-zero value (i.e. 1), this covers how often the recovery effect applies. 1 means it'll recover 5 HP a second, etc. By default it's set to 0, which means it will apply the effect roughly once per frame (so 60 times a second, if your game runs at 60 FPS, which is obviously insanely overpowered and will make your character effectively unkillable)
Poise is covered by Poise %, the value is inverted/multiplicative, so if you set it to 0.5 it will add +100% poise from equipped items.
Incoming damage reduction is covered by the Absorption %: Physical, Absorption %: Magic, etc block of values towards the end. These are a multiplier to your incoming damage. To decrease damage taken, you need to lower absorption. To increase damage taken, you need to increase absorption.
Outgoing damage output is covered by Damage % Physical, Damage %: Magic, etc, block of values directly below the absorption, which is also simple multiplier. To increase damage dealt, raise this parameter.. 1.5 equals 50% more damage, 2.0 equals 100% more damage, and so on.
Finally resistances to status effects are covered by Resist: Poison +, Resist: Scarlet Rot +, and so on and these are just flat integer increases to your resistance pools, so 100 adds +100 and so on. The sleep and madness effects are tacked on at the end of the file
Item Discovery is a bit of a tricky beast because it won't work by itself. It's covered by two things: one is Item Discovery % which will add a flat (value * 100) to your item discovery rating, so putting 2 there will add +200 item discovery. However to make it work you also need to change the State Info to 66 - Modify Item Discovery because otherwise it won't apply the bonus.
You can experiment with State Info values and other fields to tweak this mod to your liking or to make your own, there are some pretty powerful and unique effect combos you can create to make your game more challenging or more easy.

i cant seem to find anyway to change the file path to be able to connect to where my regulation.bin is located. I’ve tried to just open the correct file path but it just keeps diverting to the standard steam path. Does anyone know how to do this please.
