Old installation method is now deprecated. Bloom can be disabled by simply changing a config setting:
Go to "User\Documents\BioWare\Dragon Age The Veilguard\settings\ProfileOptions_profile
Open this file with notepad and edit the line "GstRender.UI_Bloom 1" to "GstRender.UI_Bloom 0" Thanks to FistOfSven for finding the ini tweak!
