Replaces the Wanderer's Long Coat with a civilian npc variant that shows a bit of chest.

Affected Item: Wanderer's Long Coat
Some friends spotted this particular item on a civilian NPC and REALLY wanted to have their own chests out with the Wanderer's Long Coat. Then they told me to publish it, because they think the world needs a few more bare chests in it. So here we are. Also, there are no feathers, but those can probably be added on if anyone has a great desire for them.
Currently available in two color options, plus one version that does not edit the texture file.
