Under the "Tools" section on the site that the above links to, you can view
tutorials and also acquire DawnlessSky's DAI Tools Loader, which will
update the dai mod manager for you.

May 16, 2015: I've recently put up a new mod called "Redcliffe Crafting Supply" that sells all these items (and more) from a shop. This mod delivers a large amount of crafting materials straight into your inventory, but may require some tinkering with plot flags, via the DAI SaveGameEditor. If that's not for you, try the Redcliffe mod!

This mod should be installed with the *dai mod manager* Make sure you get the latest version, since it needs to be updated frequently (to accommodate new BioWare patches and DLC). *this is no longer the latest version. See above!

By the by, If you are feeling mod-ish, or would like to learn how to get things into your inventory (or a store's), this mod may be useful. You can pick it apart, and substitute things you'd rather have. I did a tutorial here:

This mod replaces the Tier 1 and Tier 2 items from Josephine's first two cache perks with Tier 3 and Tier 4 (dragon) crafting materials. One of the restrictions of hex-editing is that modders cannot change the size of the game's original file, so I could not increase the number of items (9 in each cache), but I could trade them and increase their quantity. Yes, I did try to set the quantity to infinity, but the game kept giving me 99 maximum, no matter what I did, so I went with that! I didn't mod the third cache because a) it already provides top-quality materials, and b) there is already a mod that increases the quantity of the caches.
*One weird thing: the text that appears after you leave the war table will sometimes inform you that you received 99 of one thing and 0 of another. As alarming as this is, have no fear, you've definitely gotten 99 of each. You can check your crafting inventory right away from the menu, or at the the nearest store or crafting station.

You can repeat these perks, as well as Josephine's third cache perk and Leliana's three herb perks, by resetting the plot flags in your save game. I've provided a text file with some information about this with the mod; anyone who wants to try this but doesn't want the mod can find a copy of the text file alone in the "Miscellaneous" section here. In order to edit your saves, you'll need this tool:
DAI SaveGameEditor by Ehamloptiran
It's not available on the Nexus; you can find the most recent version via this useful tutorial, by Shuls, on the dai tools website
http://daitools.freeforums.org/save-game-editor-t421.html
This means that, even if you have already gotten Josephine's cache perks, you can set their plot flags to "false" with the SaveGameEditor and do them again. You don't need my mod for this; you can repeat with the Vanilla game or any other mod, whenever you want (well, once per play session, since you can't edit your save games while the game is running!)

I

*I added a mod with "fade-touched" versions of the tier 3 elements I used in cache 1. No fade-touched dragon scales, it seems, so I substituted (fade-touched) infused Vyrantium Samite there. It'll clash with the original mod if you load them together, so load separately, but you can use them interchangeably. You'll have to reset the plot flag again after. There are 99 of each because... well, who needs a good reason? It's a mod :)

A special thanks to Typifire, whose mod request I never came close to figuring out, but who put this righteous idea into my brain.
Also many thanks to lapisLazzuli, whose tutorial on the Patch workaround has helped everyone.
