New version is up that fixes the journal issue (journal entries now accurately reflect increased Power cost). It took me a while to figure out how to do those edits, and I ended up creating a spreadsheet that decodes how the plotconfiguration file works. If you want to make a custom multiplier for Power costs (or edits to individual quests), it might be helpful.
I did increase the Power cost of "In Your Heart Shall Burn" in this version from 3 to 5 to make up for the 2 points that can't be added onto "Scout the Hinterlands."
I also updated "Scattered Glyphs" to accurately reflect the increased Power cost of "Investigate the Elven Glyphs."

All quests/missions (DLC included) now cost 3x more Power. 0 * 3 = 0, so quests that cost 0 Power originally are not affected by this mod.
The only quest I didn't increase was "Scout the Hinterlands," since you're given that 1 Power that it costs and would have no way to get 3 Power before that point in the plot.
