This reduce the cooldown of skill; unlike other mod i\'ve seen this does not reduce to 1 sec and its intended for those who want reduced skill but whit more difficulty

This mod reduce skill that are when devided by 2 and if greater then 10 to 10 sec others are divided by 2 same for item cooldown simply install file in your documants/bioware/dragon age/packages/override/ folder
