Tertia Optio — "The Third Option"
When political actions and overt military actions fail, the "third option" is sometimes deployed in order to assist in restoring national security and safety.
The CIA's Special Activities Center's subordinate paramilitary, the Special Operations Group, conducts unconventional warfare in regions where publicized United States military involvement could lead to scandal or political fallout. Operations undertaken by SOG include special reconnaissance, sabotage, direct action, and kill-or-capture missions.
SAC/SOG's Ground Branch (now Ground Department) comprises the assault force of these operations. The majority of Ground Branch is made up of operatives with extensive careers in special operations, reconnaissance, and intelligence, who work in foreign countries—usually partnering with indigenous forces—in order to ensure a continuous armed presence where the United States has no legal jurisdiction.

Under the Kurdish Peshmerga, the Counter-Terrorism Group's special operations wing acts alongside foreign units to deter extremist threats such as the Islamic State. They continue to work closely with American forces (including Ground Branch) in order to combat the spread of terrorism within Kurdistan and the greater Middle East. The CTG and CIA remain strong allies in the face of widespread extremism.
