Works fine as of 18/10/2020 on Definitive Edition.
Note I had it at the bottom of my load order, 15th out of 16, and it "didn't work correctly" - It just gave me a free civil point. However putting it 1st in my load order made it correctly remove the base civil point, and awarded it as a free point to spend how I like, good stuff thank you! :)
