Add a NPC giving access to all baseline skills in the game including the crafted skills from all combinations.

There is a few missing spells yet I plan to add soon enough most of them are available very easily from regular traders anyway or by simple combinations.

The trader is located:
Act I: in front of Fort Joy - Beach.
Act II: On the Lady Vengeance in front of the exit.
Act III: On the Lady Vengeance in front of the exit.
Act IV: In front of the Lady Vengeance crash-site/waypoint.
