I M wondering the same thing because with more then 7 characters it only seems to let the 7 chained and any extras unchained which took me a while to realize .
{Final Edit} Well those with early access to the Definitive Edition version of The Divinity Engine 2, are making all sorts of new mods based on DOS 2 ideas. We have a new alternative that allows Paery size of upto 10. Default is 6 (Not 7?) but can be changged in game (Nice) Party Size Evolved at Divinity: Original Sin 2 Definitive Edition Nexus - Mods and Community Makes my offering obsolete, a few hours after posting,
{Original Post} For those looking for a Definitive Edition version, while I can't make it into a Pak Mod until the Definitive Edition version of The Divinity Engine 2 is released. I have been able to make a loose files version that can be placed in the game folder and has enabled me to recruit, all 6 companions, with a custom character. I haven't dome much testing beyond recruiting, them yet, but it reloaded and all of them have remained in my party.
This mod is affected by the changes, as all the modded files were in this extracted folder Mods\extended-party-patch6_4ccf718f-b4ef-4cda-8939-04f51baf21b3\Story\RawFiles\Goals _GLO_Shriekers.txt GLO_Origins.txt GLOBAL_PartyDecisionDialogs.txt GLOBAL_PartyNumber.txt GLOBAL_ReflectionDialog.txt
Now only two files are in the loose equivalent DefEd\Data\Mods\DivinityOrigins_1301db3d-1f54-4e98-9be5-5094030916e4\Story\RawFiles\Goals _GLO_Shriekers.txt GLOBAL_PartyNumber.txt
The other three have had both a location and name change DefEd\Data\Mods\Shared\Story\RawFiles\Goals _GLO_Shared_Origins.txt _GLOBAL_Shared_PartyDecisionDialogs.txt _GLOBAL_Shared_ReflectionDialog.txt
Credit goes to the original author(s) for the required edits, I just worked out what had changed for DE,
(Edit) After doing all the above, on the file I'd downloaded for Classic last February, and writing this post. I've just noticed all the detailed instruction the description post provided. Don't think it would have helped for the 3 files that changed though. Comparing with Vanilla files (Either use KDiff, or Notepad++ Compare plugin), shows what was changed, and where.
@ Safak, if you intend to make a DE version, feel free to copy my edits, they are copies of yours, and I left your named comments in _GLO_Shriekers.txt I'll only make a Pak mod if you, or SirButtsington don't.

<attribute id="Value" value="0.83" type="6" />
There are two values, it'll be the second one in case you're confused like I was. Hope that helps!

Anyway, I figured it out, and got it to work as a loose package, just extract the linked file to your game folder.
I'll try and make a standard Pak mod when engines released.
