Fix the damage % of the Framed and Mystical Flame rune to 15%.

Install:

Unrar the mod into your "/mod/" folder (either the documents and settings one or the program files one) then activate it in the main menu.

It shouldn't break your save. 
If it does, well.. dont sue me.
