Fish can be speared from the shore/shallows. If you have a diving helmet, they can be speared from underwater as well. Alternatively, you can use Wet Work (Use Tools Underwater).
As an added bonus, you can also catch fish with bombs. Because who hasn't wanted to fish with explosives.
I've had to remove bomb functionality for now, I may look into making them work again in the future.
