game rebalance:
negative and subpar items or magical effects will no longer spawn
spell cost is now proportional to the tier of the spell
elixir cost is now 1000 gold for 1 stat point, instead of 5000 for 1

now the quarterstaff too has an affix as magical property (which spawns only from the blacksmith vendor, not from the witch)
