main tool to resize mod size and used files and make the game only use the clean character files

current version removes the 30_dirt and 31_mid_dirt files from ever being used by the game and cutscenes and the game only uses the files from the 000/100/200/300/400/500/600 files
Player heads no longer use the 01 (ingame) head models and mdf files, instead player scn files make the game use cutscene head model and mdf files from the 11 folder.
Player vergil uses boss vergil model and mdf files (had to cut out the blood mdf support because boss vergil does not have them, might make a version for this that has that enabled)
Had to disable bloody dante special mdf's in cutscenes 09 and 12 because they made dantes head invisilbe (probably will not be able to fix this)
Next version - ???
