You can enable a debug menu in the start menu by editing the DarkSoulsIII.exe with a hex editor, this is simply a pre-edited drag and drop version of the DarkSoulsIII.exe with the Debug menu enabled.
The menu is in Japanese but translated by Lance McDonald

Access shops anywhere
Level up anywhere
Reallocate stats anywhere as many times as you want
Change appearance anywhere
Upgrade and infuse anywhere
Allot Estus
Attune spells

Is it bannable?
I have been using this menu for roughly a month now without getting banned, however I haven't used all the features.
I have been using the debug menu for making builds without having to warp everywhere, also reallocate stats without the limit.
But I might have been lucky, use this at your own risk.
Installation
Go to SteamLibrary\steamapps\common\DARK SOULS III\Game
Make a backup of your DarkSouls.exe
Replace the DarkSouls.exe with the one downloaded.
