they likely mean the emulated version, but of course, emu mods are another can of works, and I doubt params exists there, but who knows, I dont, thats for sure
Just edited Initial character param and changed the starting gear and it shows up in the character window but then when I start a new game all gear gets reset.. does this work anymore??
First off, I'd recommend to use Soulstruct I think, there is another params that determines what actual equipment you get in game. Try to look at wiki and ask in Dark Souls Modding discord server

I'd also like to ask if it's possible to change all the weapon/armors' weight altogether and not just by going through every item piece by piece
