I added 50 more NPC in LOW and MEDIUM. increased spawn and de-spawn distance for Cars and NPC's lowered spawning rate.

I specifically made it for my weird g4560 + 980ti setup.
Changes: 1. 50 more NPC for LOW AND MEDIUM 2. increased spawn and despawn distance 3. lowered the spawning rate to hopefully reduce CPU load
