Not sure, im still looking for the XML file that still effects this. If you look at WeMod they have the cheat program that allows you to set carry weight, but they don't tell you how they got it or where its from, and that is only temporary too. The hunt for a permanent option is still at large
Yes go into the same folder. Ctrl +F the same lines of code he puts in the description. The Crafting time is just below it. It's actually set to 0.8. You can change it to 0.01 as well. And there's another mod a few pages old that does what you're asking as well. But I'm explaining how you could do it yourself. :)
