If you bulk dismantle you still have to pick an amount in order to disassemble
Very easy and simple to do on your own if you don't wanna download the file.
go to
C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\r6\config
and open up inputContexts.xml
look for <hold action="disassemble_item"
change value from .8 to .01
