This mod makes: all quickhacks deal 1/8 damage all throwing knives deal 1/2 damage (they are two separate files, so you can delete one if you want)
While playing a maxed out V I felt like throwing dagger headshots and quickhacks+overclock were too powerful compared to other weapons. To prevent enemies from dying too quickly, I ended up making enemies very bullet spongy, then buffed/ used other people's weapon overhaul mods so that other guns could keep up.
Now I just realized it's much simpler to play with vanilla balancing and only nerf a few stuff that are too powerful.
Again, this is what I use for MAXED OUT V (Max Level, All Perks, All Skill Progression) + Enemies of Night City with following setting:
Tier 1 Enemies: 1.5x HP Tier 2 Enemies: 1.2x HP Tier 3 Enemies: 1.1x HP Elite Enemies: 1x HP
This was purely intended for my personal useso If you disagree with my direction that's fine. But I'll listen to productive feedback in the comment section!
