A few years ago Night City became unstable, glitches were everywhere, NPC's started to loose their minds, bugs in every corner of the surrounding area, even reality was being manipulated. So, a couple of weeks later the city was evacuated and only the brave (or stupid) people decided to stay. So the City Government along with Militech and Netwatch created a solution. Project Cynosure. It's purpose is to contain and possibly neutralise certain unstable NPC's and bugs, as well as learning about the certain bugs and glitches and weaponizing it. It's headquaters? A massive underground city within a city, Cynosure Facility. And the project was a success, the core at the heart of the facility was powerful enough to contain an extremally powerful NPC which was cut from the base game. That character was the first version of Songbird, also nicknamed as Song So Ri. With this extremally powerful character contained inside the facility, the core was able to weaponize her unstable matter and use it's glitches to patch the city. And one by one the bugs and glitches started to disappear, and the city's NPC's minds were wiped of any memory related to the bugs and glitches that were previously there. 

Today there is very little is known about Project Cynosure. And for those who do know even the slightest bit of truth, well... lets just say dead men tell no tales. So for that exact purpose Cynosure as a task force, their original purpose was to extinguish every bug and glitch they could find. However today they go around and either kill or capture any NPC who knows the truth about the project. So putting together the scraps of available information, there is only conspiracy theories, nobody in the entire city knows the truth.

However today, there is very little bugs in the city which means the use of Cynosure has plummeted. According to rumors, some speculate that a series of accidents occurred in the project's laboratories. Others that the Cynosure-captured unstable NPC's broke free from their shackles and escaped into the city, keeping a low profile to avoid being detected. Still other theories suggest that Arasaka caught wind of the project's existence, forcing Militech to cover its tracks to avoid a diplomatic crisis or even global war. What's certain is that the truth will likely never be known.
