Restores stats of Axolotl cyberware received from Regina prior to its nerf on 2.1

Disclaimer: This mod only restores Tier 5, Tier 5+ and Tier 5++ versions of the cyberware and not any prior versions. Also I don't seem to remember game version 2.0 stats for Tier 5 and Tier5+ of this cyberware. I only remember that Tier 5++ version had -12.5% cooldown reduction. So for Tier 5 and Tier5+ I just stepped it down by 0.5 each.

So new stats are as below:
Tier 5 = -11.5% Cooldown
Tier 5+ = -12.0% Cooldown
Tier 5++ = -12.5% Cooldown

This mod was made for game version 2.12. I've not tested it on prior versions.

INSTALLATION:

Copy bin folder from mod zip to game's installation directory.
