installation: extract the file named “basegame_MXDVS_BOMBER_2.archive” into your cyberpunk 2077/archive/pc/patch folder
(if you do not have a patch folder, simply create one)
uninstallation: remove the file named “basegame_MXDVS_BOMBER_2.archive” from your cyberpunk 2077/archive/pc/patch folder

EXTRA INFO If you don't have the jacket you can spawn it into your inventory using CET with this command: Game.AddToInventory("Items.SQ031_Samurai_Jacket",1)
