Comes with out-of-the-box:

enemies are highlighted when aiming
Can be picked up at Watson Docks gunsmith.
Optional file includes TweakXL file to alter such things as damage and fire attack cost.
If the gun doesn't show up at the shop - try to skip time (24 - 72 hours) and checking the shop again.
