Fixes gaining and losing the obesity trait, only tested in version 1.3.0
Makes it impossible to become obese while losing weight, youll have to keep the losing weight modifier active however

Makes it impossible to become obese while losing weight, youll have to keep the losing weight modifier active however.
Without this I kept gaining then losing the obese trait, this makes it impossible to get while having the losing weight modifier, this mostly applies to older characters with a scripted weight "target" right around the obesity trigger point
This means that for characters with a non-borderline target weight, they should never drop far enough to make this mod relevant once they got obesity, if you start losing weight early, this will be cheaty as the weight target might over time rise over a recoverable level.
