Makes the Light Mage Elemental Spikes more powerful by reducing their cooldown and increasing their ichor efficiency

This mod was a commission done by renpyon who gave me the permission to upload it here so all credits go to them.
To install this mod drop the .pak file in Steam\steamapps\common\CODE VEIN\CodeVein\Content\Paks\~mods. If you don't have a "~mods" folder yet just create one inside the "Paks" folder.
