Changes the Blackblood Tracer into a veil with A scaling in both Mind and Willpower

First of all, this mod was a comission done by renpyon who gave me the permission to upload it here so all credits go to them.
The mod changes the stats of the Blackblood Tracer (the black recolor of the Blackblood Liberator) to make it the bloodveil with the highest combined mind/willpower scaling. It does well in terms of magic scaling and physical defense but lacks elemental defense and drain damage while also being somewhat heavy in order to not be way too powerful.
To install this mod drop the .pak file in Steam\steamapps\common\CODE VEIN\CodeVein\Content\Paks\~mods. If you don't have a "~mods" folder yet just create one inside the "Paks" folder.
