About this mod

Gives city states a bit more units, so they don't get rolled over so quickly, but hopefully without making them overpowered.

WHAT IT DOES

Have you put two envoys into a city state, just to watch Germany or Scythia just take it? Well, it can still happen, but now those city states start with a bit more army to defend themselves. So at least it won't happen as quickly.

On the bright side, they're now also better at keeping the barbarians busy early on.

Includes the starting units until Modern Era or so, in case you'd like to start later. They'll tend to lag behind technologically, but at least have SOME army to defend themselves with.

Obviously, this is more useful if you were going for suzerain, than if you were just planning to go Blitzkrieg on them yourself.

Otherwise, I consider it balanced, since there's nothing they do differently for the player than for the AI. You'll have the same problem conquering them as the AI, and they'll keep some barbarians off the AI just the same as off you.

HOW TO GET IT

There's nothing to get. Just start the game with the mod active and enjoy your new buffed neighbours.

HOW TO INSTALL IT

Open the archive you download, drag the TougherCityStates folder in it into your "Documents/My Games/Sid Meier's Civilization VI/Mods" folder.

It should auto-activate itself next time you start Civ VI, but you can still turn it off in Additional Content.

HOW TO UNINSTALL IT

Delete the TougherCityStates folder from your mods folder.
