I'm uploading this because I wanted the utility for 2021 and I'm sure others did too.
This program allows you to easily and conveniently modify where cars are allowed to spawn. This program is completely stand-alone and IS NOT a mod. This is a very useful utility that should also work with any steam workshop cars, provided you're subscribed to them. If you ask me how to install this I will bonk you!
My C# skills leave much to be desired, so it's possible this program has issues that I failed to see during my update/revision. Currently it has worked perfectly fine for me but proceed with due caution.
