Create a folder named ~MODS the file in your Paks folder
Unzip downloaded mod into ~MODS folder
Folder structure
C:\Program Files (x86)\Steam\steamapps\common\Borderlands 3\OakGame\Content\Paks\~MODS\xxdeathknight72xx\...
I've been modding files for a while with no steam issues but if you want to be safe, you can launch the game with -NoEAC appended as a launch option
