They are pen and ink. Fun story. The first Borderlands kinda was in development hell for some time. When it was first presented it looked... really mediocre. And after the initial cool reception, someone had a great idea of scrapping the realistic "greyish brown" typical at the time (we're talking 2006-2007 here) art style in favour of a comic book like edge outline style. The game was reworked almost from scratch, re-written into a dark comedy, and that's pretty much it.

You do realize there is a legendary shotgun in this game called "Hellwalker", that is a Doom super shotgun easter egg, and it plays chords from Rip and Tear while firing, right?
