First of all there are 2 types of mods: (old) text based and (new) python based. To use python based mods you should install PythonSDK. The installation steps are straightforward, see https://bl-sdk.github.io/. Check out available python mods here: https://bl-sdk.github.io/mods/.
To start using text based mods install TextModLoader mod (as far as I understand). Then download "BL2 Remastered Lite" mod and place its file (`patch.txt`) into `Binaries` folder (inside game folder). You can rename it to `bl2-remastered-lite.txt` for example. Then enable it in the game in a main menu (see new menu entry "Mods").
If you want to install all recommended mods for "BL2 Remastered Lite", then better start with installation BL2Fix mod. It has quite strange installer but at the end you'll have PythonSDK, BL2Fix and HexMultitool (wut?). Then you can setup mods in main menu "Options - Mods".
To be able to change some options of text based mod (like "BL2 Remastered Lite") or add/merge another mod you have to use another tool: OpenBLCMM or original BLCMM. Open `patch.txt` in that mod manager, check/uncheck desired options, import another mod files/folder, save text file.

P.S. One small tip: you have to enable "BL2 Remastered Lite" mod at the end, after BL2Fix mod at least (in my case).
The mod autoloads Patch.txt before BL2Fix, resulting in BL2Fix getting disabled with this patch. To get it loaded after BL2Fix, you need to change the hook function by replacing "WillowGame.FrontendGFxMovie.FrontendGFxMovieStart" with "WillowGame.FrontendGFxMovie.OnTick" on lines 367 and 386 within TextModLoader/__init__.py
There are some things shadowevil forgot. Forbearance is missing a damage reduction type. Also some changes has to be done, in order to enable melee Zer0 again. The op10 scalling, even when using the revert scalling option, does no longer allows you to deplete your hide of tera shield with max lvl chain lightning without dieing. Solution - reverting Iron hand to the way it were(personally I made it give 3% gun and melee damage per point) AND making Fearless give damage reduction(my version of fearless fives 5% fire rate and melee damage per point and 9% damage reduction per point). This way, chain lightning depletes your shield, but then the damage reduction from fearless triggers and you no longer suicide. Rapier damage should be increased as well(instead of 200%, ~350% is acceptable).
I have put some other changes like Crit Ascension working with all weapons, Adjusted Innervate values, swapping fearless and be like water.
For Maya, I also made some skill adjustments and swaps. The swaps are required in order not to waste points on useless skills.
I play ONLY maya and melee zer0, so I haven't made changes to anything else.
Also, a good change for all melee builds will be making the melee to be executed on button hold, not on button press.
P.S. the other thing I have done is to make money shot give damage reduction instead of damage and renamed it to "Bet on living".
For all the bugs I reported - By executing this mod - https://www.nexusmods.com/borderlands2/mods/342 and then the BL2 Remastered Lite, there are almost no game crashes. So whatever that other mod adds, it almost fixes the issues with this mod. Except for the crashes when people are joining/leaving.
