I followed this guide and used the tools recommended. The difficulty is figuring out which sound is what, really. I had to use 'Stream_info' file that the conversion from stream -> ogg provided. That text file lists the audio files in the proper order which corresponds to the order provided in the text documents in the game that are linked to the .bnk files. It's fiddly, and takes effort, but that's how I managed it. :)
Hello everyone who might be looking here! There hasn't been much progress on this mod lately, I'm afraid. I've had some catastrophic computer issues that might not even be fixed yet, but as a result I've lost all of my files and progress that I had made. I can't promise when I will start up again, though I know someone is working on a tool to make the process easier. I'll probably look into it when that's done, as as it stands now, it's a bit intimidating to start over.

Re all! I can confirm his is working on version 1.9.1
BUT there is one minor problem : sometimes the long range missiles sound really distorted (especially when firing large salvos with some boat missile like the Archer) besides that, everything cool. (i just didnt use the missile sounds).
In other news - Apparently, there is a newer version (the "mw4 weapon sounds" pack) but i havent tested that one yet.
I have a (possibly silly) question. Will I need to rename the chosen AC soundfile so the thing will be chosen and play? If so, you might wish to add that to the readme instructions...
Hey man, I managed to replace my own *.wems but I can't recompile the music.bnk. That SoundFileEditor.exe runs with a bunch of can't open the file errors and nothing appears in the Output folder. How did you recompile the *.wem files?
If you happen to come back to this mod, I'd love some Mechwarrior 4 Gauss sounds for the Gauss rifle. Also having the scream of the ppc be a little louder would be good too.
I'd just like to point out that the ac20 test video in the description is set to "Only view on youtube" in the youtube settings, so we can't view it in the description page, we have to open it in youtube.
