Haven't downloaded this but looking at the before/after shots this doesn't remove any filtering and instead just applies its own filter that just reduces the brightness of the game without changing the colors? Could just adjust my monitor to lower the brightness to get the same result.
Maybe you should download it then to see the differences natively on your screen. Actually it does remove the filtering by setting the RGB values to 1.0 in the .dbx files of the game. When the RGB value is set to 1.0 instead of e.g. 1.2 or 0.8 (very simplified), the Frostbite engine will not apply any color grading. No external/third party filters have been applied! I'm working directly with the post processing system of the game.
But you are partially right, the color differences are not that much noticeable for some maps because not much color grading have been applied to those maps by default, at least for the base game. I recommend you to check out my "No Vietnam Filter" mod which removes the color grading of the Vietnam add-on maps. Since DICE applied some more drastic (Vietnam movie like) filter here, the differences are much more noticeable. Exactly the same method has been used as for "No Bad Filter".
Sure, you could do that, but I can guarantee you that other maps would be too dark then. I felt like that some maps were way too overexposed, so in addition to removing the color grading, I reduced the exposure for those maps. Also, exposure is not the same as brightness. Lowering the brightness of your monitor will not give you the same results as my mods. The whole image would be darker, but you could still not see a lot because the map itself would be still overexposed.
So... since the post processing effects (color grading, exposure, blur etc.) of each map have been individually edited, you will never be able to get the same results if you just apply a third party filter like ReShade or adjust your monitor settings which will change the entire image instead of one specific map.
Do you mean "BFBC2 Mod Loader"? And do you mean the python script that extracts/archives the archive? Please write down the exact error report produced by my tool, so I exactly know what happened. Requirements are installed? Especially Python 2.7.0? Install location for Python must be "C:\Python27"!

Thanks for your feedback anyway.
Update: Got an error could not load servers.xml when launching mod tool.
Internet connection is available?
Edit: Please use Pastebin to create a "paste" with the content of ErrorLog.txt, which is located in the BFBC2 root directory, and share the link here.
For some reason mod manager always run into error installing mods most likely cause of this no way to extract .py files.
