Increases Spawn Rate of Rare Items (Named Items) when town is well supplied.

I felt that the Well Supply situation from completing Escort missions were abit lacking.
The original Rarity Multiplier for Well Supplied situation is x1.15. This mod edits the rarity multiplier to x2 or x5.
I wont be re-encrypting the file, so feel free to change the multiplier to your liking.
INSTALLATION: Place ZIP file in data file. Adam's Hook Mod is required
NOTE: I've only been testing this on BBLegends, so please let me know if you run into issues and ill look into it.
Also the Well Supply situation modifies the PriceMulitiplier and RarityMultiplier but i was only able to change one or the other. The side effects could be that this mod does not change the PriceMultiplier at all.
