Available in the tutorial chest, or you can buy it from Arron in act 1, the bugbear at Moonrise in act 2, or Popper and Helsik (The Devil's Fee) in act 3. If you’ve already visited one (or more) of these merchants before you install the mod, it won’t show up in their inventory.
You shouldn't have any issue loading this mod mid-game, but never try to UNload clothing/equipment mods if they're already in your and/or a merchant's inventory
