Copy pakchunk99_ZWAT-WindowsNoEditor.pak to SteamLibrary\steamapps\common\Back 4 Blood\Gobi\Content\Paks
In game create a new campaign Act 1-1 Resurgence at Nightmare Difficulty
Select the character you want to unlock the outfit
